I had the pleasure of working with Frank at Bowmanville Detachment in the early 90's. Very sad that he has been taken so young. Frank always had a smile for us in Records as he knew that was they way to get his computer entries done first! He was a hard worker and one of the best!! A pleasure to work with.

Our heartfelt condolences to Franky's family. I had the privilege to work with him in Bowmanville in the 1990's. There are so many fond memories of times spent with him, especially on the street team. He was an amazing police officer and such a good example and inspiration to all of us. I am so deeply saddened.

It is with very deep sadness that I learned yesterday Frank had left us. A few weeks ago I had a conversation with Frank and on top of being deeply touched by what he and your family was going through, I was throughly amazed by his serenity, his and your incredible courage. We discussed many things but Frank shared how proud he was of his wife, son and daughter. Even during this exceptional trying time, not surprisingly, he wanted to know how I was doing and how my family was doing. I had the opportunity to tell him that I was proud of him for the man he is, for his dedication to his work and most importantly to his family, for his convictions etc...Frank will be missed. He was exceptional at his job and an exceptional human being.
My most sincere and deepest thoughts are with you.
I apologize for not being able to attend the funeral as Im away on duty and travelling to Western Canada.

My heartfelt condolences to all of Frank's family at this truly devastating time. I had the pleasure of working with Frank over the years but my most memorable time was working with Frank in Costa Rica. He was a professional, dedicated, hard working officer with unique skills and it was an honour to serve with him in the RCMP. I loved his big smile and quick wit. I had the great pleasure of knowing "Frankie" since his arrival in Toronto. Upon his arrival in Toronto Drugs, it was obvious that he was an intelligent and mature individual and quickly developed into a real asset to the Force. We worked, traveled and played together both in Toronto and later Bowmanville and I always felt a bit more at ease knowing "Frankie" was "going through a door with me". We will miss Frank's Christmas cards and short note with an update on his past years events and the pop-in visits we had when I was visiting in Ontario.
Frank had a great love for the Force but his love for his family, Hedda, Matthew and Christina, was even greater. He was always so proud of you all! Our thoughts and prayers are with you at this incredibly hard time.
I will miss you a great deal, my friend. Rest in peace.

I was deeply saddened to hear of Franks death. I had the pleasure of working with him over the years where we called upon his specific high level of expertise more times than I can count. Frank always stepped up to the challenge and got the job done with a smile and a sense of pride. Sincere condolences to Hedda and family on the loss of your beloved husband and father. Please know that the RCMP "family" is also grieving the loss of Frankie, a true gentleman in every sense of the word. Frankie had a great sense of humour, always took the time to have a conversation and was fun to work with. I am so happy that I was able to visit with him not too long ago and reminisce. It meant a lot to me as Frankie was definitely one of the good guys and I am saddened that he is no longer with us. You are in my thoughts and prayers as you struggle with this immense loss. I have known Frank since our earliest days on RCMP Toronto Drug Squad in the late eighties. Well-liked and respected by everyone, Frank always demonstrated a strong work ethic and tireless dedication to his duty. A big man, and given the sometimes fearsome appearance his job demanded, strangers could easily be misled as to his true nature. Those of us lucky enough to have known him will forever remember a devoted family man whose gentle humour, kindness, and humility made our world a better place. With tears in my eyes, I extend my most heartfelt condolences to his beloved Hedda, the kids, and all those he left behind. Vaya con Dios, Javier, mi amigo.

In the many years that I have known Frank, I don't think I ever saw him when he didn't have that great big smile on his face. Frank took our job very seriously, but never took himself so.
He was always the proud Dad, talking about the kids and their accomplishments.
Frankie did many great things but was never the type of guy to talk about them. I don't think I ever knew anyone else who was liked and loved by everyone he interacted with. Even the bad guys liked him!
Frank was my friend and I will miss him.
